The Upper Newport Bay (UNB) Management Coalition is made up of the following organizations working together in partnership to protect the Bay, its water quality, its habitat, and its species; and to educate the public about the Bay’s resources so that future generations will enjoy the Bay as we do today:

  • California Department of Fish and Game
  • Orange County Parks
  • City of Newport Beach
  • California Coastal Commission
  • Orange County Health Care Agency
  • University of California, Irvine
  • Newport Bay Naturalists & Friends

An area of approximately 154 square miles of urban Orange County drains into UNB. Storm water runoff from this watershed brings with it trash, and other less-obvious pollutants including bacteria and other pathogens, and sediment. The proximity of the surrounding communities brings other threats such as non-native plant invasions and detrimental recreational use that cross jurisdictional boundaries. The Management Coalition was established to provide a unified approach to addressing these complex issues.

The Management Coalition and the Restoration and Education Policy Teams that function under it are responsible for:

  • Creating and implementing necessary policies and procedures relating to relationships of the member organizations.
  • Ensuring that the State Ecological Reserve Management Plan, County  Nature Preserve General Plan, County Resource Management Plan and the City General Plan (Harbor Element) are compatible and that any conflicts between the plans are identified and resolved.
  • Coordinating enforcement of rules established by the State, County and City.
  • Coordinating restoration, education, research and other programs at UNB.
  • Coordinating public information campaigns to educate surrounding communities about UNB, the restoration and other projects being undertaken, and compatible recreational uses.
  • Identifying and resolving issues that may have a detrimental effect on accomplishing the purpose of the Management Coalition.
  • Ensuring that the organizations represented by the members are communicating effectively.
